The receiver serial is hard to read exactly what it is and the numbers look like ones you would see on Russian Nagants. The bolts serial TR leads me to believe at least the bolt was from a Romanian contract rifle. (25, rifles per block) It is therefore likely that rifles in the “TR” block were made in the time frame.
